i guess its a matter of what area u are in. for my area (taman megah aka KJ/damansara) ip for 1mb is normally 175, 115 or in some rare cases 118.
i can say when i get 175 ip, i get shitass speed, less than 30k n if lucky 40k (shitass speed coz i normally gets 180k max) when DLing torrent with lots of seeders. when that happens, i try to off modem, till i get 115 ip, n miraculously can DL max liao. However, this onie works by way of swicthing off the modem to get new ip. i tried entering the router page n reconnect, although can get new ip, but won't get same effect. maybe its just me, but now, working for me.

my connection 'permanently' ip 175.xx.xx.xx(4mb streamyx package). no matter how many restart modem or whatever, it only change the last number of the ip. about the dl...

1. torrent - depends. sometimes 0kbps, sometimes may reach 200kbps. but most of the time...dead...
2. ddl - vary. MU, RS and HF(all free acc, not paid one) around 20~200kbps. direct server and MF(also free acc) can max 400~500kbps.
3. other method(not mention for safety reason from TM 007 agent).....300~500kbps.

After search all the way, the only solution is using VPN.
There are few VPN Service Provider that giving out a Trial.
I tested with CybetGhost VPN, that can speed up with BT.
You just need to download their VPN software, install & sign up an Username/password.
They give out 1GB/mth of Limit. Perhaps if you over the Quota, then you may sign up more Username for another usage. (Or perhaps u may need a paid Premium Account)
So far so good.

Another VPN is PacketiX, claimed that give out a 60days Trial.
I haven't tried yet.

After all about this, really feel that our GREAT SHIT TM don't smart enough to run business for their great Baby-sitting Market.
They throttled BT, fine, user find other solution & go for VPN.
Some may even really willing to pay for, just because of their fool strategy.
What will cause our money outflow to foreigns' hand at the same time still utilise the TM bandwidth.
What had TM win about that?

Even most of us realise that our TM still one of the most expensive ISP in the world & being left behind, which provide an unequal value of service.
Shamed to be one of the Malaysia BIG Corp.

Every year seems to be the same.

Either these idiots never learn even after many years of making the same mistake or they enjoy waking up to do upgrades only when festive season approaches.

It couldn't be that bad when festive season somehow the network gets so overloaded. Even so they should have expected that after years of the same reoccuring problem.

Or they are just plain stupid to choose such times to do upgrades.

It's like choosing the peak traffic jam hours to repair a road instead of in the early hours in the morning when there's no car at all.

They already "learn" traffic falls after any festival.
So at most get congestion for about week from their pov.

I want to ask, is there any place or do we have any catch that we can complain this to a government portal like CFM?

Do we have any legal terms to win TM in this?

How about the upcoming (hopefully) Competition Bill 2010?

http://www.lexology.com/library/detail

When this comes into force, can we take the Government and TM to court and force them to open up the last mile to competition?
We deserve better service (in general and not just about the throttling issue) and price.

My MKV download surprisingly went up. Down from 5-10kbps to 70kbps. Before constant network failure or just plain slow.

Btw, I'm using 1MB plan.
