I also angry with TM and all those HSBBullshit things. but I think data cap is the answer to a more reliably service.

Singaporean can afford cheaper rate because not many percentage of them gonna torrent/download 100% of their bandwidth all the time.

But here in Malaysia, those who will torrent/download is significantly higher. Coz we like to use what we have 100%, we don't want to 'membazir' what is there. How about sharing to save cost. 20meg/20 people is like RM13 per person per meg. cheaper than streamyx, hence the cap.

If all of us go to singapore and subscribe their internet, the ISP will do what TM will do, data cap.

I'm not saying singaporean all that good. It's all about percentage, the same with insurance. Healthy young people pay less than older people. If older/sick/health hazard people want the cheap price as young people, will the insurance company let them? or will the insurance co increase young people's premium to support old ppl? Think about it.

If you don't want cap, sign up a deal with TM saying you want dedicated 20meg 24/7, i'm sure its gonna be more expensive than the business package. And live happily with all your torrenting/downloading needs.

The data cap will protect those 'healthy' internet users from 'hazardous' ones.

One major difference is that Singaporeans have to work fewer hours to pay for the same amount of legal content. So they have less economic incentive to pirate.

They also get out of the house and exercise now and then, unlike Malaysians who seem to spend every waking hour staring at video screens. So less time for viewing.

maybe the bandwidth limit doesn't include the IPTV provided by TM

i agree with you on with the low amount allocated before capping but if u dont me asking about the HD content? on how does the user obtain this? from torrent downloading or IPTV (which is dedicated and will not effect your monthly bandwidth quota)

I think most will agree putting a cap is unavoidable but at the very least the amount must be reasonable. We're taking HSBB here, not dial-up access. Further, the throttled speed once data cap is exceeded must be reasonable as well. We're still paying premium price for HSBB, being throttled to 10% of the speed for the package subscribed or even 1Mb/s is not funny. A more reasonable/usable throttled speed would be 50% of the subscribed speed.
