Its possible. One of my friend applied at our university(Johor) for his home at Kedah.

Calls are chargeable by your monthly bills.

The general rule I would put up is, you must be the owner of the 1Mbps account. Then you may upgrade to any packages of this coolunipack, ranging from 384kbps to 4Mbps (RM50 to RM100).

The official list of documents:
1. Your IC
2. Fixed line owner's IC, if any
3. Your Student ID
4. The application form with university's official stamp and signature
5. University's offer letter
6. University's confirmation letter to verify your status (active and <2nd year)
7. Household income certification

Item #1,2,3,4 is compulsory. The rest are purely dependant on which TMPoint you went to.

Any eligible TMPoint will do.
