I think i know which parking lot u're refering to and it's kinda like a "private" lot, so we better not go and all kinds of people walk thru it too. There is no such thing as IPX-9 or even higher LOL!

IPX-8 is the max as it means that it is submergible to the specs of the manufacturer (above 30 mins @ 1 meter, IPX-7).

Bypass customs somemore? Maybe the price is too low for them to bother. In fact, last week a received an EMS package of 5 lights and 10+ batteries from HongKong. They put the contents as "pc accessories (not for resell) and no commercial value, intended for internal distribution for free. Not for resale - USD30"
