I'd have thought with having a qualifying deposit and pledged FD it'd be a quick and easy procedure - never had this problem with Maybank or HSBC for example.
Anyway not a big deal, just something I'd expect to be quite hasslefree.
Ya, if one is qualified it should not take a long time to get the cards.
But I do find Citibank's efficiency is not as good as years ago. They used to pride themselves on their OTC efficiency. But nowadays not that efficient anymore.
