Twitter are also heavy throttling sometimes, but their video server got issues, it is very likely you are facing what's I am facing.It is a very old bug happen on the internet, since HTTP 1.1.
So you connect to their CDN server, then CDN back to origin.
If you have bad connection to their CDN server, or their CDN server back to origin server are broken, because of HTTP 2, the whole pipeline for that server IP address will waiting for just that single video to loading.
And bang, you got all the video stop loading, until...
1. 2 mins connection timeout
2. You cut the WiFi off and on.
3. chrome://net-internals/#sockets and cut them all
If you are using desktop, try this on your hosts file?
Just, try any one that give you full speed + no issues on hanging.
As you are posting using IPv6, I will recommend try on fastly SG first, then verizon, then HK, finally JP.
