Critics have blamed this on the “dysfunction” of the Coalition government and 45th parliament.

The delay has meant that Australia continues to draw profits from the Bayu-Undan fields, which had previously been split 90-10 but was confirmed by the treaty to have belonged entirely to Timor-Leste.

Estimates vary between $350,000 and $2.9m per week that Australia is drawing by continuing to claim 10% of the Bayu-Undan revenue.

“This is pretty outrageous when it comes to one of our poorest neighbours,” said Steve Bracks, the former Victorian premier and founder of the Timor-Leste governance project. “They’re being denied that money because of the dysfunction of the Australian government and its insistence that parliament needs to ratify the treaty.”

Timor-Leste is the second-most oil-dependent country on earth but its reserves are expected to run out first. The government is scrambling to diversify its economy and stave off the crisis of losing the 90% share of its annual budget that come from the Petroleum Fund – primarily Bayu-Undan profits.

Skuadron 502 Fennec TLDM kawal perairan Sabah

Pemantauan keselamatan di perairan Sabah kini dapat diperkasakan dengan kehadiran helikopter jenis AS 555 SN Fennec milik Tentera Laut Diraja Malaysia (TLDM) yang akan beroperasi di Pangkalan TLDM Kota Kinabalu (PTKK) Teluk Sepangar.

Helikopter ini tiba di PTKK dari Markas Pemerintahan Armada Barat semalam dengan menggunakan kapal TLDM iaitu Kapal Diraja (KD) Mahawangsa.

Panglima Armada Timur, Laksamana Madya, Datuk Sabri Zali, berkata penggunaan aset udara seperti helikopter sangat berkesan dalam mengekang kemasukan pendatang asing tanpa izin (PATI) melalui jalan laut.

Selain itu, aktiviti penyeludupan barangan asas dan pencerobohan nelayan asing ke perairan Sabah juga dapat dikekang.

"Helikopter ini akan turut membantu mempertingkatkan keupayaan armada kapal TLDM melalui latihan bersama pesawat seperti Deck Landing Training (DLT), Winching Exercise (Winchex), Naval Gun Fire Support (NGS) Spotter dan lain-lain lagi," katanya dalam kenyataan hari ini.

Sementara itu, Sabri hari ini menerima kunjungan hormat daripada Pegawai Memerintah Skuadron 502 yang mengoperasikan Fennec, Komander TLDM Fairul Mohd Shukor di pejabat beliau di Teluk Sepanggar.

LATIHAN KEPAKARAN DAN KOMPETENSI TINJAU DAN SNIPER KOMPENI PANDURA (PARA)
GEMAS: Seramai 4 Pegawai dan 76 anggota lain-lain pangkat telah melaksanakan Latihan Kepakaran dan Kompetensi Elemen Tinjau dan Sniper Kompeni PANDURA (Para) bermula 01 hingga 07 Mac 2021 di Lapangsasar Gemas/Asahan.

Tujuan latihan ini adalah bagi memperbaiki serta meningkatkan SOP Elemen Tempur Tim dan Platun. Latihan ini juga merupakan raptai dan persiapan bagi pasukan menghadapi Eks BLACK SHADOW dan Eks BRAVO 210 di peringkat pasukan.

Kesemua latihan ini berkonsepkan life firing assault yang dilaksanakan merangkumi LMIT Peringkat 1 dan 2, UJL 15km, Close Quater Combat & Tactical Advance Shooting, Basic & Advance Live Fire Contact/Break Contact Drill, Live Fire RAID Training, Sniper/Recon Overwatch Live Fire, Tactical Navigation & Route Recon, Sniper / Recon Surveilance & Observation dan Crossing Danger Area & Obtacles.

Di samping itu latihan ini adalah untuk memberi pendedahan kepada Ketua-Ketua Elemen Tempur yang baru dalam TTP dan perlaksanaan penugasan Tinjau/Sniper Kompeni PANDURA (Para). Pada masa yang sama, kesiagaan pasukan ini turut diuji oleh Panglima 10 Bgd (Para), Brig Jen Khairul Azmizal bin Ahmad Natal pada 4 Mac 2021, dimana Panglima 10 Bgd (Para) telah mengarahkan 3 Tim Tinjau dan 2 Tim Sniper yang diketuai oleh Peg Pem Komp PANDURA para diaturgerakkan ke Zon Gugur Nangka, Kelantan bagi melaksanakan Penerjunan Bebas HAHO (High Altitude High Opening) juga HALO (High Altitute Low Opening) serta memberi bantuan dalam menanda Zon Gugur dan mengawal pesawat sewaktu perlaksanaan Mass Drop LPBG (Leading Para Battle Group) 8 RRD (Para) di dalam Gabungan Eks TACOP/Eks KENYALANG WARRIOR. Tim kemudianya telah dibuat extraction ke Gemas bagi meneruskan latihan kepakaran setelah misi pengguguran LPBG berjaya dilaksanakan.

Panglima 10 Bgd (Para) juga turut menekankan agar sistem latihan yang berorientasikan Combat Realism, Induce Stress in Training dan Analytical Thinking of Small Unit Leaders di aplikasikan secara holistik agar setiap lapisan anggota Pasukan Kompeni PANDURA (Para) lebih berkeyakinan dan bersedia untuk melaksanakan misi dalam apa juga keadaan, cuaca dan dimensi ancaman.

Eksesais ini juga merupakan eks pemanasan bagi menghadapi EKS PARA PREDATOR DAN EKS GERAK PANTAS pada pertengahan 2021 seperti mana yang telah ditetapkan oleh Panglima 10 Bgd (Para) bagi mendokong kelangsungan misi dan kesiagaan Tentera Darat sebagaimana yang diamanatkan oleh Panglima Tentera Darat.

It will be UN problem. Only US can act as world police, anyone else must have US nod. That is what happened when Indon annexed TL and US keep silent.

Documents and information provided to Janes indicate that the four design options shortlisted are namely an improved variant of the SIGMA 10514 design from Dutch company Damen, the 30FFM class from Japanese shipbuilder Mitsui, the Bergamini (FREMM) class from Italian shipyard Fincantieri, and the Arrowhead 140 concept from a consortium led by Babcock.

West Timor has no oil and not rich , but it's already like heaven and earth...

TL is still stagnating....West Timor, also populated by Timor ethnics and Catholics developing steadily
