Update for my case, I managed to convert the spending to FPP after the statement date, the outstanding balance changed to 0 after I received the approval SMS. That is way better than convert to FPP before statement date otherwise I will need to pay the first instalment once the statement is out. Then next working day called to transfer the FPP from QV to QM, quite easy and hassle-free I would say. Thanks for your help btw.

usually how long does it take for new cc application? been more than 2 weeks i applied for the quantum cards. called the service centre and keyed in my IC number still get "no records in system"

Yes, a lot of senior forumer have both visa signature and quantum Mastercard in order to get the cashback. You may do so too.
