This sounds like you have some antivirus software trying to deep inspect your network traffic. Is this an office laptop?

You should nego to RM99. Search this topic and you will find someone got RM99 for 50mbps.

The next I am going to try is to do reimage one of laptop and test one by one to see which app or AV or whatever screwing the reading. This is baffling like how application can control your speed?
FYI, all my upload speed consistently reached 100Mbps. Sorry if this is too long, just to share my frustration on the solution suggested by TM people.

Hahaha....of course lah, in safe mode, all spectre,meltdown and foreshadow mitigations are disabled.

One of your cpu core is maxed. Single thread bottleneck caused by those mitigations.

I am aware of that, but Cat 6 provides additional benefits and its price when compared to Cat 5e is not that much different.

I find it weird as there is time broadband in my building but the guy says that my building is still using copper? (find that switching to time is too much hassle, as they will pull the cable into my apartment)

Copper for TM Unifi, but TIME is utilising and pulling their own fibre cable.

Time do not share infrastructure with TM, hence TM cannot use the fibre. With Time coming in there maybe TM would not want to pull fibre to your apartment again because they know it is not worthy when people will switch to Time for cheaper pricing.
If your apartment has Time, RM99 for 100mbps, RM139 for 300mbps. You still find it hassle and rather pay expensive price?

Yeah I know, but the main thing I dislike about time is they need to pull in the cable into your apartment, not very nice aesthetically, even if you do trunking
