Malaysian government approves RM226 million supplemental funding for the Defence ministry under operating expenditures

user posted image

The Defence Ministry budget for 2019 now stands at some RM15.4 billion, with an extra RM226 million approved by the Parliament under a supplementary bill, on April 4.
The extra funding will be allocated for the Operating Expenditure as Defence Minister Mohammad Sabu told Parliament that the funds will cover maintenance and other operational contingencies of the military.

Mohammad Sabu said that the ministry had originally asked for RM851 million under the supplementary budget but only got RM226 million out of the RM19.6 billion approved by parliament on April. 4.

QUOTE
Jadi, yang kita pohon RM851 juta. Jadi, bukan kesemuanya kita peroleh.

Jabatan Hal Ehwal Veteran. Bayaran perubatan veteran tidak berpencen belanjawan tambahan sebanyak RM2.4 juta. Bayaran perubatan veteran pencen berjumlahRM30 juta.
sos

A few other defence issues are also discussed in parliament at the time.

Key Points

• Indonesia has signed a USD1 billion contract with South Korean shipbuilding company DSME for three more diesel-electric submarines
• The Indonesian shipbuilder PT PAL will play a larger role in the construction of these vessels

The Indonesian Ministry of Defence has signed a USD1 billion contract with South Korean shipbuilder Daewoo Shipbuilding and Marine Engineering (DSME) for three Type 209/1400 diesel-electric submarines (SSKs). The contract was signed on 12 March in Bandung, West Java.

The vessels will be a follow-on to the country’s Nagapasa class, the contract for which was also awarded to DSME in 2011. Two submarines under this earlier contract have been commissioned by the Indonesian Navy (Tentara Nasional Indonesia – Angkatan Laut: TNI-AL), while a third was launched at PT PAL’s premises in Surabaya on 11 March.

Industry sources, who have been updating Jane’s on the progress of the negotiations for the follow-on SSKs since early January 2019, have also confirmed that PT PAL will take on larger workshare roles in this new deal with DSME as part of a technology transfer programme.

For the first vessel under the new contract, which will be the fourth-in-class overall, two of the SSK’s six modules will be constructed by PT PAL in Surabaya, while DSME will build the remaining four in South Korea. The Indonesian-built modules will be shipped to Okpo for assembly.

For the second submarine, which will be the fifth-in-class overall, PT PAL will construct four of the six modules in Surabaya, with DSME constructing the remaining two in Okpo. As with the first vessel, modules that have been constructed in Surabaya by PT PAL will be shipped to South Korea for final assembly.

For the third vessel in the contract, which will be the sixth-in-class overall, PT PAL initially proposed to build the entire submarine.

(ANTARA PHOTO/M Agung Rajasa/wsj)

Jakarta (ANTARA) - Indonesia’s Ministry of Defense has signed 22 contracts at PT Pindad’s complex, in Bandung, West Java, on Friday, to procure equipment for strategic defense weaponry (alutsista) military construction that totally costs Rp2.1 trillion (US$1.4 billion).

The signing of the 22 contracts, including 18 alutsista contracts and seven contracts related to construction, was witnessed directly by Defense Minister Ryamizard Ryacudu. The contracts also included the signing of the construction of submarines in cooperation with PT PAL, Daewoo Shipbuilding, and Marine Engineering Co. Ltd.

“This signing also reflects the government’s commitment to procuring defense systems that are more transparent and accountable,” he said during his speech.

The other contracts include the procurement of infantry fighting vehicles, jatri infantry, small caliber munitions (MKK) (PT Pindad); and nuclear, biology, and chemical special vehicles, explosive taming vehicles, and decon trucks (PT Merpati Wahana Raya).

The seven contracts for the construction worth Rp106 billion include the continued development and construction of the Dr. Komang Makes Belawan Lantamal I navy hospital, marines facilities and infrastructure building; and the Indonesian air force mess in Budi Kemuliaan street, Jakarta.

The minister is hoping that the defense industry can continue to innovate and become an independent and competitive industry that is recognized by the world.

“Hopefully, the defense industry can fulfill the alutsista needs in the future,” he said.

The Chairman of PT Pindad, Abraham Mose, expressed his appreciation over the signing, which was a mark of the government's support to the national defense industry.

Mose said that the signing was the fastest and largest one involving state-owned enterprises (BUMN) and private companies.
