This is pretty common. Sometimes, changing phone also will trigger such requirement.

Why do u have so many accounts?

according to this, from 4/3/2018 onwards, new mainland wallet registered using visa are unable to receive redpacket.

Also for those having blocked account issue with money stuck inside, u should try call wechat malaysia hotline 03 2727 9797
i got the hotline for china too +8675595017 (u cant find anywhere else)

note: pls write in chinese if u are sending support request via in app ticket or else they wont understand

Not possible without binding with another new number. U can try request for account cancellation instead

all requests for account cancellation are to be directed to +86-7559 5017 (source wechat malaysia)

i cant find this number online anywhere so i suppose its a direct line for international users to use to contact mainland support??

Tried using Wechat Pay to buy stuff in Petron, bangla said can but reminded me that the promotion has ended, I said it's fine.

But weirdly no sticker, if I didn't see the iPay88 terminal I wouldn't have asked.
