He's asking you to wait for confirmation sms from Digi to Port out. After you confirm, wait until your Digi line goes dead, only then insert your Unifi sim to use.

i thought last time they got minimum use period?

EDIT:
never mind. found it in the FAQ.
"The port-out cooling off period is 30 days. This is a duration which a number is not allowed to switch from one mobile operator to another"

Dubbed as the JASA Pack, this particular plan is rather different from UniFi Mobile current consumer prepaid plan since this specialized plan provides unlimited data, calls, and SMS.

According to TM, the JASA Pack was conceived as part of it cooperation with Ministry of Education (MoE) to drive the Digital Education Transformation initiative. Among areas that the initiative are looking at includes high speed broadband connectivity, interactive smartboard, and smart devices.

Additionally, the initiative is aiming to digitize student attendance system; complete with real-time tracking capability to help provide monitoring capability for teachers and parents alike. Cashless payments are apparently part of the initiative as well.

As for the new UniFi Mobile JASA Pack itself, it will be priced at RM 59 per month and teachers to provide official verification letter in order to apply for it. The plan is available through TMpoint outlets nationwide starting from today onwards and can be obtained until 31 December 2018.

Maybe i should try to ditch the legacy webe plan and reapply for this under my dad's name (he is a teacher btw) but i'm unsure how's the pricing will be after my dad retires... he is about to retire this june.

i don’t think they care so much. as long as you get the approval letter from headmaster then should be alright.

maybe they need to link to government teacher databases to match with their id, but i don’t think they will do until that extend.
