I faced the same problem as you. I have called up Malaysia National Pharmaceutical Control Bureau (03-78835400). Answer from National Pharmacy is skin care for personal use is define as below 10 pieces with only 1 piece per each product. More than 1 piece per each product is already consider 'import' and need to apply license/approval/notifikasi for it. However, they can't guarentee that KLIA enforcement division (under National Pharmacy division as well) will release it although you follow their rules: 'below 10 pieces and 1 piece per each product'.
I was then given contact number of KLIA enforcement division (03-87872437), according to them, any skin care or cosmetic for personal use should not be more than 1 month usage. Otherwise, consider as 'import' and you need license/approval. However, again, they can’t guarantee that parcel will not be held.
The 3 departments do pick up phone quickly and willing to give informations especially National Pharmacy. From my own opinions, is best to follow the way of KLIA enforcement division, I also quoted example of 3 different items of skin care 'should be' ok, they won't tahan. If 4-5 items, then they will look at the sizes, categories of skin care.
Anyone who still doubt about the 'standard' may call and ask them, maybe you will get different answers from them. Who knows, their 'standard' may changed from time to time!
