no reliable HDD brand as far as i know, you wanna see the pile of my dead WD and Tosbiba hdd?
My friends has pile of dead Seagate hdd too. lol

External or internal depends on your preference, external are portable and only support USB 3, internal HDD are faster and can setup as RAID 1 for redundancy.

Setup RAID 1 with 2 identical HDD, your file copied to the RAID hdd will be mirrored to second hdd, automatically.
always make more than 1 copy of your important files.

So, I currently have a Toshiba N300 4TB 7200rpm 3.5" internal HDD to store all my media and I'm looking to purchase another 2TB or 3TB drive just to do a backup for all my camera pictures from my travels, etc.

The 2TB or 3TBH HDD is purely for storage purposes and I hope it would be really quiet, perhaps 5400rpm instead of 720rpm? I'm looking at all sorts, WD Blue/Red, Toshiba P300 or something from Seagate?

Based on your comment on RAID 1, should I be using RAID 1 for my setup?

I have a 4TB HDD containing various files (1.1TB) but the the folder containing all the pictures of family/friends/travels (around 0.7TB) is the one I would like to have a "mirror copy" in another HDD just in case that 4TB HDD dies.

Maybe I should just manually copy paste the files

If you prefer manual copy, no need to set up raid, iirc RAID 1 need 2 fresh disks,
there are a lot of way to backup,
https://syncthing.net/
https://www.resilio.com/individuals/

both can also backup to network folder, a lot of things are automated.

Android as well as Windows store has some app does similar stuff too.

most newer drives are very quiet now, i have 3 external and 4 internal, all are quiet, also depends on how good is your case dampening, im using fractal design.

external drive are mostly 5400rpm so noise should not an issue.

When open the explorer, windows dont really wake up the HDD, unless you really double click the drive explicitly, even if you have a lot of drives it wont slows down.

most drive will hibernate after 20 minutes, by default, you can always edit the setting via power option in control panel.

Also, there's no good hdd, all are equally good, or may be bad, lol, without budget given, you can always try Toshiba 3TB, i recommend this because it's around same price as WD purple or NAS equivalent, but WD driver are 5400rpm, while Toshiba is 7200rpm.
5400RPM are a bit sluggish like all the external drive, WD green are the worst.
