as of Feb statement TnG ewallet still have cash back - likely because they do not allow withdrawal?

The do no allow withdrawal criteria is explicitly published by HSBC.
As somebody mentioned that TnG e-wallet has 3 merchant descriptions.
Those who got the cash back could be using other methods or etc.

so some using TnG still get their cashback? then maybe i should use TnG to pay bills instead

Only if there is good discount/rebate using TnG Wallet, at this moment none. Except Unifi.

All transactions posted in Feb (1/2-29/2) -> CB posted on 1/3, March statement.

i check my statement transaction date from 2/2 to 20/2.
statement date is 21/2 and payment due date on 12/3
from here no cash back showing between trasaction 2/2 to 20/2.
is it normal or i need to wait till march statement oni see the cashback

Why you need to check monthly statement, the CB is not related to the statement.
You can always check the ledger at Maybank2U We'd/App, from there you will find a credit transaction on 29/2/2020 (posted on 1/3).
