ASUS board tend to overvolt a bit during idle. Its normal throughtout my experience. However for my Abit board, terbalik, voltage goes down like hell >.>"
As for your Mhz a bit higher than expected, it is due to the spread spectrum. Normally it is recommended to disable it if OC but if its stable then let it be.

yes, cpu speed do flatuate but not so serious like yours. your mhz faltuate that much is directly due to your PSU and that is not good for your comp

2 factors causes flunctuations, PSU itself and the motherboard. As for my case, its the mobo, if I get even a 500W also the same thing unless I do a droop mode which I dunno how to do >.>"

Even some TCCD got 300Mhz FSB 1:1 on Intel systems but sadly its quite picky
But mostly all rams works well with AMD, I dunno why
