Dell Dimension 4700 always freeze/hangfrom the picture that you posted, there is several things that you need to do to solve the heat problem.
1. Must build an airflow in your casing.
Why?
A proper ventilation will keep your casing temp low because cooler air can get in your casing and hot air will be suck out. Else, like your case the heat produced by your computer parts will trap in the casing thus increase the temp.
Method:
Remove the green panel that attached to the rear of your casing. The rear fan will act as an output for your casing. Then check the front part of your casing whether is there a fan or not. If dont have, add one yourself. that one will act as your input. After doing that, your casing will have some basic ventilation.
Of course, you can always choose to change those fan to high power type for better results.
2. Manage your wire in your casing
Why?
Wire management as messy as yours will disrupt the airflow and indirect increase the casing temp
Method:
Just make your wires out of the way

tie or hide it behind your mobo is the easiest to do so.
3. Need a third party CPU Cooler
Why?
errr... how to say this? Dell stock cpu cooler SUCK!! it wont cool down your processor fast enough especially your 3.0E that famous for producing alot of heat.
Method:
Prepare a budget at least RM150 or RM200+. Read some of thread in this forum and decide which one suit you better. Thermalright, Scythe, Thermaltake and Noctua are some of the famous and reliable CPU Cooler Manufacturer.
