my friend's pc always freeze and i suspecting because of overheating

the rear fan spin at max <3000 rpm only when testing using dell diagnostics.......is't normal and ok??
using speedfan 4.31, the only reading available is HD0 or is't HDD? 60'C

and this is the original topic with reference pics and more details (not getting much attention overthere)

maybe your heastsink fan didnt get enough juice from that cap ayam psu
the fan connector is't 4 or 3 pin type? connect to mb or direct to psu?
