However, I don't agree with your first sentence - there is no such he think he is underpaid then he is overpaid, this is purely your selective judgement and there is no "we"

i think if you can find an employer that is willing to pay you such amount, then who are those people to judge you being overpaid. in my opinion they are just jealous.

if they are willing to pay such amount, that also means that they think that you are 'worth' the price that they are paying for. willing buyer willing seller.

Message here is, you can't really tell if someone is under/overpaid just from that few lines of brief descriptions.
Heck most of the time even resume won't cut it.

I am not interested to do degree. But I got plan to take programming cert like Certified Android Associate from Google. Just plan, don't know when to take yet

with that certification, as long as it can bump up your salary, then go for it.
