It doesn't matter so much how long you've been a subscriber - although those with 2+ years seem to have an advantage - it seems they are calling those people with good payment records first. Which sort of makes sense.
Why bother offering someone an upgrade, and occasionally with additional perks, if they are not going to pay their monthly subscription or are going to 'hutang' half the time?
In short, they are not avoiding calling people. They are just calling certain more 'cooperative' people first.
