Kuala Lumpur – Singapore High Speed Rail Project

Attached Image

Background
In 2010, the Government of Malaysia launched the Economic Transformation Programme (“ETP”) with the objective of transforming Malaysia into a high income nation by 2020. Under the Greater Kuala Lumpur/Klang Valley (“GKL/KV”) National Key Economic Area (NKEA), the Southern Corridor High Speed Rail (“HSR”) was one of the Entry Point Projects (EPPs) that aimed to improve the economic dynamism of Malaysia’s capital city as well as liveability rankings relative to other global cities.

Project Development
The High Speed Rail, which aims to be operational by 2022 (Tentative Schedule), serves as an alternative mode of public transport travel between Kuala Lumpur and Singapore. The High Speed Rail is seen to be in line with the transformation of the nation as it links 2 urban agglomerations to meet growing demand, catalyzing economic growth and enhancing long term economic competitiveness while improving the quality of life of its people. The High Speed Rail will connect 5 cities in Malaysia to Singapore, following a coastal route.
The stations that have currently been identified are the terminus station in Kuala Lumpur (at Bandar Malaysia), Seremban, Melaka, Muar, Batu Pahat, Nusajaya and the final stop in Singapore.

Driving Economic Development In Southern Malaysia
The reason why the Land Public Transport Commission (SPAD) chose these five cities to build the high-speed rail stations is to leverage on their existing strengths to further the economic development in these cities.
Each of these five sites are strategically positioned differently: Negeri Sembilan will build a 1,000-acre SME TechValley near its train station site to attract SMEs that engage in environmental protection technology, green manufacturing and biotechnology. Malacca will focus on developing its tourism and medical tourism industry that targets medical tourists from Singapore and Indonesia. Muar is currently the furniture manufacturing centre of Malaysia, so it is best poised to focus on industrial designing. Batu Pahat has the potential to develop into a fashion capital with its existing 300 garment and textile factories that churn out half of Malaysia’s textile exports. The EduCity in Iskandar Malaysia is gradually taking shape as a world-class education centre, with world-leading universities setting up branch campuses here alongside various international schools and colleges.
Once completed, the high-speed rail is bound to inject more vibrancy to the local economy, driving further growth in other sectors like real estate, commerce, retail and urban transportation. Such railway services in China and Taiwan have brought in the crowd and money to areas around their high-speed rail stations, which gave rise to the so-called “railway economy”. The China Economic Weekly pointed out that high-speed rail systems are the “new leverage” in the transformation of economic development that can lift the development of other sectors to whole new levels.

Socio-Economic Benefits of High Speed Rail
Among the benefits of this project is that it will enhance Greater KL/KV as a location of choice for businesses, while facilitating the seamless flow of individuals and businesses between the two countries. Leveraging on the HSR line, socio-economic development will also been enhanced along the HSR corridor.

The economic and social benefits derived from the agglomeration of 2 cities bring about a huge development potential. The geographical concentration of clusters of businesses and employees will result in an enlarged pool of specialist skills, labour and talent.
The construction of HSR lines have brought about broader socio-economic benefits, as shown by examples from around the world

Haslah said to mark its official opening, MGS would also launch the Earth Pyramid Incubation Centre (EPIC), a global project for the advancement of education.

EPIC is now spearheaded by MGS and has the support of authorities from 20 nations.

The aim of the Earth Pyramid project is among others, to help educate and give people a chance to connect on a global scale.

“It is also to enable students to interact with their peers or anyone anywhere and to constructively discuss any global issue, allow a greater understanding of their cultures and to tackle challenges together,” he said.

Mohamad Haslah said an Earth Pyramid monument would be built near MGS and would become a tourist attraction upon its completion.

An EPIC site for the Earth Pyramid has been found!

The location for the Earth Pyramid’s construction has now been finalised.

The Earth Pyramid idea started seven years ago with the aim of creating a focal point for the promotion of global citizenship and a hope of connecting a generation of the world’s children. We are pleased to announce that the Earth Pyramid has now linked with Matrix Global Schools who have created an exciting new concept in education that complements the project’s aims. At their state of the art facility in Malaysia Matrix has developed EPIC (Earth Pyramid Incubation Centre) where children from around the world will be encouraged to submit ideas on how we can nurture the theory of global citizenship. The Earth Pyramid will create the focal point for global participation and the funds raised by the venture will be used to promote, develop and implement these ideas through EPIC.
