no, you need to be subscribing a "First" plan, and you need to be with Celcom for 6 months, register then only you're in

I believe so since it is "First" after all. Not sure, waiting for others to give some inputs on this because my subscription has not reached 6 months yet

recent surge in traffic making celcom quality downgraded a lot.
So test it out first before jump ship.

Overall still great in terms of line but not really data

Seems Umobile and Maxis are starting up another price war..UMI28 comes with 4GB of data..hope Celcom can come with new ones..
