If single entrance (double lane per entry-visitors/residents), usually 3 guards per shift on 12 hours per shift is suffice, 2 manning the post while one goes for patrolling every 1.5 hours
If two entrance, try to make one of it only accessible by residents (then only need one at the post) while the other "main" entrance will serve both visitors/residents (2 guards here at any one time) and another to patrol every 1.5 hours.
Both situation above would need at least one local msian to supervise the Nepalese and supposedly using access card to control in-out of residents
RA are advise to pressure IGM for proper guardpost with fans or airconds, toilets and also grill to safe guard the guards in case some fellas come chopping on them over territory dispute etc as what is happening rampantly in Klang
Guards should be equipped with bicycle each, illuminate vest, baton, whistle at all time with Motorola walkie for patrolling guard and each at the guard post.
Nepalese should cost abt $7.5 an hour
Unfortunately ijm has only commited in providing basic guardhouse and fence...they are not even providing boomgates.. Will be a tough battle to get all that you have mentioned from ijm
