Nvidia GPUs have slight advantage over AMD in autocad but looks like he will use the rig for gaming like GTA V and the R7 250X will be a bit better than the same priced GT740.

yes! I would say most of the time I will just use it to watch movies..gaming and cad? not so much..

I'm currently using a 4 years old ASUS N55S laptop. Would you recommend to fork out the 2k to upgrade to a brand new desktop? or just invest in a giant hdmi monitor? any monitor recommendation with budget of 600?

Definitely forking out 2K for a new PC would be great.

Monitor, you can go for 24-inch 1080p BenQ EW2440L at RM675.

Viewnet also doesn't have online order service, if you want order online and ship the parts to your doorstep, you can try Idealtech, Techview, DotaTech, E-Tech etc.
