Mainly use to store OS to fasten up boot time. Generally everything will be faster if you store them in SSD

Generally liquid cooling will get you a better cooling result but it still have to depend on your case airflow. Some air coolers are really good such as Noctua NH-D15 which is able to fight with lower end AIO liquid cooler in the same price range.
