I am curious to find out if a house is renovated without permit and once kena tangkap by DBKL, who will get the fine? The owner or the contractor?

Compliance is owner's duty. Owner gets the fine.

My house is fully built to the back. At the back, there is a 5ft grille door (got concrete roof on top and concrete walls around it). I am planning to change the door to a 3ft door and balance 2ft make concrete wall. Do I need to get approval from mbsa?

If owner wants to ignore ccc, then he is taking the risk to stay. If anything were to happen, he shoulder the responsibility.

If public housing, the architect is responsible to ensure the development is safe to occupy.

Kacau or saman, I cant comment.

Legal .... will affect the fire insurance policy. If dont buy at all, then nothing to worry .... own risk if fire happens.

I suggest you visit your local authority for advise. Possible he didnt submit the plan !

Local authority keep passing the ball to the architect so he became the middleman. That's why I got fed up.

Confront him one final time. If he cannot resolve your problem, ask him to refund the money or you can consider suing him. Meanwhile, engage another to finish the submission.
