Are you planning to switch to other ISP? If yes please use the switching method. If no, bring your modem to Maxis center and ask to terminate.

Actually the provided router by ISP is just so-so only. If for light usage is ok, just you have to reboot it daily depending on router. For heavy usage you really have to invest in a good router.
To get refund for downtime, I think if you lodge complain to MCMC maybe can there is chance. Just try it and keep us updated.

Not necessary. But hey who knows TM wants to acquire Astro in the future and merge it with their own entertainment services.
I believe currently Astro is just another retail fibre riding on TM, just like how Maxis, Digi, and Celcom did.

Even TM's upgrade will usually reset contract. For example you upgrade from 100mbps to 300mbps at RM159, recontract another 2 years.

To migrate from other provider, for example Unifi, you need to register your Maxis package with agent or online. After that the agent will give you the transfer ID. Submit your transfer ID to Tmpoint and wait for approval.
Once TM approve the transfer request, Maxis will proceed with installation. Agent cannot submit transfer ID to TM on behalf of you, owner must submit and verify thumb print.

How did you register at the first place? Regardless new or transfer application, all can be done by agent except for the part you need to submit transfer ID to existing provider. Go into FB marketplace and find Maxis fibre agent to register. \
I believe if you call Maxis directly, of course they would prefer you to go to their center.

This is strange. So far all my friend do using the method I describe above, all no problem as long as the owner is the same and the address can be found in their system. I also recently transfer 1 unifi line to Digi fibre, currently waiting for Digi to arrange installation after I submit transfer ID to TM.
I do not know what actually happen to your case, but seems like you have no choice but to visit their center and find out.

Maybe one of the day when you are out and nobody using the internet, you can turn off the modem for few hours. Or try turn off at night and turn on in the morning to see if the Ip will change.

If you come from Unifi, you have to use transfer method. Unifi will still be usable and will be terminated few days after Maxis installation.

Just call 100. And make sure you pay your bill 1 month in advance so that TM will not reject your transfer request. Any remaining balance after account closure, TM will refund through cheque to your address.

It's not like Maxis overcharge you, your discount is only 24 months, so logically after that it should back to normal.
If you are just looking at 100mbps, Unifi/Digi pricing are similar to Maxis. At most you get 1 month free on Unifi, then it is RM129 for 100mbps, no difference with Maxis.
If you are willing to subscribe 300mbps, then you may consider Celcom/Digi and see which one suits you.
