So far what I read, even water-cooled, most can only reach 4.1GHz but still require high voltage. I think no point spend too much just for that 200MHz extra, as it that extra voltage and heat.
I think I'll OC to 4.0GHz, screenshot it for show-off, then back to comfortable speed that wont generate extra heat. As you manually OCed, it's on all cores.

My entry level custom water cooling easily cost me 1.7K already, but I guess it's long term investment. Now waiting for beautiful ( cough*RGB*cough ) compatible water block
