I had a similar problem. I had a older and newer modem. A couple of months ago, the newer modem was having disconnection problems. After checking everything and also factory resetting the modem etc, it would only connect at 1M. If I connect about 10 or 20 different times, once or twice it will connect at 4M but will disconnect shortly. Almost all times it would only connect at 1M. And the 1M is not the normal 1M connection. It showed some random 1xxx figure. The max data / attainable rate would also show a higher 1xxx figure.
Then I used back the older modem. It connect properly at 4M everytime with no disconnects etc. To make sure, I tested many times over many days, swapping the modems. The newer one was not connecting properly. The older one always connected properly.
So I think it is a modem hardware or firmware problem. Or the modem is not connecting properly with the port due to some incompatibility. I also noticed that this problem started happening when I noticed the attainable rate had changed. A few months ago it used to show only around 8xxx range. Then I noticed that it started to show at 9xxx range and sometimes 10xxx range. So maybe they had done some maintenance or upgrades to the ports or something. It was around that time that I started having this problem.
So try another modem and see if that works.
