Merchant can nego with them for the admin charges to the merchant. Like Visa/Master willing to bring down from 3% to 1% for petrol(already been few years back when petrol price went up to rm2.70). So it will be stupid if petrol station operators don't register their fuel dispenser under petrol's MCC, but inside counter they may not able to register under this MCC. If on other MCC, they won't able to get lower admin fees unless the sales volume are high.

Yes. Normally the car dealer will not accept the use of credit card because they have to cut some amount to the credit card issuer. Most ppl only think credit card company only charge them but instead they charged both sides.
