u use divider so that the ram will not bottleneck your overclocking.
for the timing.... you have to know the characteristic of the chips. some chips wont run at tight timings, so loose timing will help to achieve higher ddr speeds. some chips are just lousy, can't even clock high. some which are very good, can run low timings at high ddr speeds. some like voltage.
all these... you got to know the characteristics of each chips. how? use internet.... there's a lot of overclocking forums out there. you can always refer to their results. for example, xtremesystems forum.
