KOTA KINABALU: More assets will be deployed in Sabah to boost land, sea and air security and plug weaknesses which led to people being kidnapped and intrusions to easily occur in the state.

Home Minister Datuk Seri Dr Ahmad Zahid Hamidi said the assets, including deployment of attack helicopters, fast boats and security personnel in high risk areas, were expected to arrive in Sabah soon.

"More (assets) are coming and even now it is starting to come in," he said after a meeting with Chief Minister Datuk Seri Musa Aman who is also Eastern Sabah Security Command (ESScom) chairman here yesterday.

On whether the helicopters would include Apache Longbow or Eurocopter Tiger, Musa said these are being considered.


Zahid said other measures to be taken to boost security included registering local boats and ships to differentiate Malaysian and foreign vessels, where our vessels will have special codes and numbering.

The meeting at Musa's official residence Seri Gaya was held to discuss security issues, especially following the latest abduction at Pulau Baik, Lahad Datu.

It was also attended by Minister in the Prime Minister's Department Datuk Seri Shahidan Kassim, National Security Council secretary Datuk Mohd Tajuddin Abdul Wahab, Eastern Sabah Security Command (Esscom) director-general Datuk Mohammad Mentek, Sabah police commissioner Datuk Hamza Taib and Sabah Tourism, Culture and Environment Minister Datuk Masidi Manjun.

Musa said the discussion covered issues concerning security operations, assets and manpower and strengthening of coordination.

He said the federal government has taken the issue seriously by ordering Zahid and Shahidan to come here and assist in the security concerns.

"I would like to stress that we will take all actions to secure the safety of the people and tourists in Sabah, especially in the east coast.

"We will not compromise on security issues and we will continue to coordinate efforts to mantain the sovereignity of our waters," he said.

On 'curfew areas' to be introduced at high-risk areas in the east coast, Musa said it will be done soon where no entry would be allowed during designated time or periods.

He said the move would also cover fishermen as well as resort operators.

Meanwhile, Sabah police have identified sea routes used by gunmen who kidnapped the fish farm manager Yang, who is from Guangzhou.

State police commissioner Datuk Hamza Taib said police more or less knew the abductors' travel pattern.

He pointed that there were quite a number of uninhabited islands along the way between Pulau Baik off Silam, Lahad Datu, and Mataking waters off Semporna.

"We are trying to establish whether the suspects had made a stopover at one of the islands."

Touching on the same issue, Zahid said authorities were also looking into the possibility that the abduction was carried out by militant leader Nur Misuari’s group.

He said the authorities were working closely with the Philippines intelligence on the matter.

"We have an exchange of intelligence information programme. Our Special Branch are also working very closely with their counterpart in Manila to study all possibilities including personalities who may be involved in this kidnapping,” he said when asked if the Former Moro National Liberation Front (MNLF) chairman Nur Misuari was linked to the kidnappings here recently.

It was reported five gunmen abducted Chinese national Yang Zai Lin, 34, from a fish farm on Pulau Baik about 2.45am on Tuesday.

They escaped into the southern Philippines after a clash with security forces at Mataking waters off Semporna.

The abduction came 28 hours after four gunmen robbed fishermen at Tanjung Labian waters off Lahad Datu. Sabah police are investigating whether the two incidents were done by the same group.

Last month, seven gunmen kidnapped a Chinese tourist and a Filipino worker from Singamata Adventures and Reef Resort near Semporna. Efforts to rescue them are still ongoing.

Zahid said Malaysia and Philippines governments have agreed to do follow up actions to strengthen the high-level committee (HLC) between both nations.

Another option is to use a helicopter with a 0.5 Barrett like the US Coast Guard for the ESSCOM Homeland defence and security, Helicopter Interdiction Tactical Squadron (HITRON) US Coast Guard.

Meski begitu, Menhan memastikan, pembatalan pembelian itu tidak terlalu mengganggu pencapaian kekuatan minimum pokok TNI AL. Pasalnya, Kemenhan bersama Mabes AL sedang berdiskusi untuk mengalihkan anggaran yang tersedia kepada produsen kendaraan lapis baja lainnya.

Disamping itu, Korps Marinir saat ini sudah menerima sebanyak 54 tank amfibi BMP-3F dari Rusia. "Mungkin pembelian dialihkan ke negara lain, sedang dicarikan," kata Purnomo.

Secara khusus, Purnomo menyambut baik pencapaian kekuatan pokok minimun TNI yang sudah mencapai 40 persen. Capaian itu melebihi target yang ditetapkan sebesar 30 persen pada rencana strategis pertama periode 2009-2014.

Tolok ukurnya,  beberapa alutsista yang dibeli lebih murah dari harga normal disebabkan kemampuan diplomasi delegasi Kemenhan. “Kita bakal punya skuadron helikopter Apache dan Blackhawk, skuadron Sukhoi dan F-16, dan kapal cepat rudal maupun kapal korvet," tandas Purnomo.

Police are investigating if the group were planning to commit a kidnapping or were involved in smuggling.

Senior police officers in Sandakan and Eastern Sabah Security Command (Esscom) could not be reached for further details.

It is a CIWS. The KCR-40s are now fully armed with CIWS & C705 missiles. Previously it was only equipped with a Denel 20mm as a temporary gun while waiting for the purchased CIWS & C705 missiles from China.

Meanwhile PT.PAL's KCR-60 will be using European weapon & missile systems.

i propose creating a new Border Regiment involving Wataniah to fill up the gap/shortage of regular troops in ESSCOM

Good idea.....but the one that patrolling in lahad datu now is mostly elite force.... but yes, with border regiment they can be tasked specifically for this..... with specific equipment

Also in attendance during the ceremony was Brunei Darussalam Ambassador Extraordinary and Plenipotentiary in Federal Republic of Germany, His Excellency Pehin Datu Penglima Colonel ® Dato Paduka Haji Abdul Jalil bin Haji Ahmad.

Welcoming the delegation at Luerssen Wharf was the Managing Director of Fr Luerssen Werft (FLW), Mr Peter Luerssen. The Acceptance Ceremony began with a welcoming remark by the Managing Director of FLW and followed by a reciprocal remark by the Permanent Secretary (Administration & Finance).

The ceremony also saw the signing of Ship’s Delivery & Acceptance Certificate between the Managing Director of FLW and Datin Paduka Hajah Suriyah bte Haji Umar, Permanent Secretary (Administration & Finance). This was later followed by the handing over of Brunei National flag and RBN ensign by the Permanent Secretary (Administration and Finance) to the Commander of the Royal Brunei Armed Forces, who then handed over to the Commanding Officer of DARUTTAQWA.  The delegation then witnessed the flag hoisting ceremony onboard DARUTTAQWA, led by Captain (L) Haji Mohd Arnold bin Haji Osman, Assistant Warfare Officer of DARUTTAQWA.

Concluding the Acceptance Ceremony, recitation of Doa was read by Captain (L) Haji Abd Hafiz Mubarak bin Haji Rusli, Navigating Officer of DARUTTAQWA before embarking onboard DARUTTAQWA for ship’s tour and group photo.

DARUTTAQWA is a Patrol Vessel 80 Variant 2 (PV80-V2) with a length of 80 metres, width of 13 metres and armed with Marine Light Gun 27mm.  The ship is equipped with Scanter Surface & Air Search Radar for surveillance.  As with her sisters, DARUTTAQWA is featured with helicopter landing pad that is operational both by day and night.  Stern launch Rigid Inflatable Craft (RIC) is another feature of this vessel,  that functions for interception of fast target and to carry boarding team for investigation.  The ship is commanded by Lieutenant Colonel (L) Khairil bin Haji Abdul Rahman.

The ship will begin its maiden voyage in mid-July from Lemwerder, Bremen, Federal Republic of Germany to Muara, Negara Brunei Darussalam.  DARUTTAQWA will sail across the North Sea, English Channel, Atlantic Ocean, Straits of Gibraltar, Mediterranean Sea, through Suez Canal, Gulf of Aden, the Indian Ocean and South China Sea over 46 days.

The Royal Malaysian Navy (RMN) has proposed a sea-based deployment plan to ensure security on the east coast of Sabah in Borneo following a second kidnapping this year by armed gunmen from the Philippines.

The chief of the RMN, Admiral Aziz Jaafar, told IHS Jane's that the RMN's proposal has been forwarded to the government for consideration and involved either the basing of fast interceptor craft operating from mother ships in the waters there or the construction of forward bases on small islands.

Security forces currently operate out of bases and ports on Sabah's east coast.

The RMN chief also told IHS Jane's that the RMN was possibly acquiring a number of surplus Mark V Special Operations Craft from the United States via a transfer programme. The transfer would depend on the United States agreeing to have the vessels refurbished in Malaysia, where it would be cheaper.

Adm Aziz declined to comment on the numbers of Mark V craft to be acquired, but IHS Jane's sources have confirmed that 12 are to be transferred. An RMN team that assessed the vessels in the United States have recommended that only eight be restored to operational status with the remaining four cannibalised for spare parts.

The changes to force structure in Sabah would allow the RMN to cut down the reaction time to incursions by gunmen coming in from the Philippines and would better position them to intercept such incursions, Adm Aziz said, adding that should the forward bases options be approved, such bases would be permanent structures which would also include surveillance radars able to monitor the area.

The recent kidnappings both involved Chinese nationals and as such have been a source of major concern for the Malaysian government. In the first incident, on 2 April, a Chinese female tourist and a Filipino resort worker were kidnapped from a resort; on 6 May a Chinese national was taken from the fish farm that he managed.

Bilateral relations have come under strain in recent months since the disappearance of Malaysian Airlines flight MH370, which was bound for Beijing and carried a large number of Chinese nationals. While there has been a significant amount of anger displayed by the Chinese public over Malaysia's handling of the incident, the Chinese and Malaysian governments have stated that bilateral ties have not been seriously affected.

The Eastern Sabah Security Command (ESSCOM), a joint civil-military command, has come in for criticism over the incidents. In a rare display of unity, government and opposition members of parliament from East Malaysia have been unanimous in their criticisms of ESSCOM and its inability to prevent such incidents from occurring.
