BNS belong to Boustead Holdings Bhd, which is GLC, Angkatan Tabong Angkatan Tentera have majority share.
For defense industry is different from other consumer industry, quantity purchase is low and mostly need customization base one every country requirement,  it involved alot top secrete high tech system and equipment which not easy original company make investment in other country, so for small country want to improve/learn they defense industry, local high tech/heavy industry and improve engineer ability  usually get TOT(TRANSFER OF TECHNOLOGY) or IP ( intellectual property) via government defense purchase.
Is not only happened in Malaysia, it happens in a lot country in world via defense purchase. you can study military weapon purchase example like Indonesia and Thailand, there buy mostly got some TOT and IP. also can see India make assembly line for su-30mki.
Other big example is Algeria purchase 2 unit (include option 2 unit) Blohm + Voss Meko 200 frigate with huge price usd 2.8 billion, shock in the contract include built a brand new shipyard in Algeria port to future own built other 2 option meko 200, the shipyard also used to maintenance of Meko 200, so it benefit Algeria shipping industry with infrastructure of shipyard.

RMN Seeks For New Assets, Including Those Capable of Conducting SAR

QUOTE
His Majesty the Sultan of Selangor, who is also the Captain-in-Chief of the Royal Malaysian Navy (RMN) has decreed that the existing man power and assets capabilities had shown that the RMN is prepared in all aspects to be deployed in order to protect the country from threats.

“The RMN is capable to deploy its assets to bear the entrusted responsibilities through the MISC vessels hijacking incident off the waters of Gulf of Aden, the intrusion incident in Lahad Datu, Sabah up through the tragedy of the missing aircraft of Flight MH370″, His Majesty said during the Trooping the Colour ceremony held in conjunction with the RMN’s 80th Anniversary at Lumut Naval Base on April 27.

Nevertheless, the Flight MH370 incident had shown that the RMN’s assets and capabilities to conduct SAROPS needs to be upgraded. This include the procurement of latest and modern equipment such as the Bluefin 21 AUV being used to locate the missing aircraft in the southern Indian Ocean.

The RMN Fleet Commander said the capabilities of equipment such as the Bluefin 21 which is able to conduct searches under water at depth exceeding 4,500 meters is highly needed in operation of such in the future.

The RMN Chief of Staff also has the same view. The disappearance of Flight MH370, the Lahad Datu intrusion and yet another kidnapping in Sabah by Filipino militants have boosted calls to acquire new assets for the RMN.

Laksamana Tan Sri Abdul Aziz Jaafar TLDM said sophisticated technological assets were needed not just to protect the country’s maritime territories, but also to boost search-and-rescue operations.

“To fulfil our geostrategic needs in the face of multilateral threats, we need to fortify ourselves with new-generation assets to enhance our capabilities as a formidable navy. RMN is turning 80 and it is time to heighten our preparedness against any spectrum of eventualities to protect our sovereignty,” he said.

The RMN has looked into all of the defence equipment exhibited during the recently concluded Defence Services Asia (DSA) exhibition in Kuala Lumpur last April and has identified several of them to be part of the RMN’s procurement.

It is said that the RMN is currently in procurement negotiation phase.

Nevertheless, these would be finalised depending on the country’s current financial capabilities.

Short of implying that finances should no longer be an excuse for compromising safety and security, Aziz said there would be greater savings in the long run by replacing near-obsolete assets with modern equipment that required less maintenance.

One of the immediate measures RMN had undertaken, he said, was the service life extension programme (SLEP) for the 30-year-old Kasturi class corvette, KD Kasturi dan KD Lekir.

By 2019, RMN will take delivery of the first of its six littoral combat ships (LCS) build by Boustead Naval Shipyard (BNS) to complement its six Kedah-class new-generation patrol vessels (NGPV) also built by the same company.

Three US navy planes crushed in Japan snow: report

user posted image

TOKYO: At least three US Navy P-3 Orion surveillance planes were crushed “beyond repair” when unusually heavy snowfall swept across Japan in February, a US military daily reported Wednesday.

The planes were inside a contractor’s hangar near the US Navy air facility in Atsugi, west of Tokyo, the Pacific Stars and Stripes said in its online edition, citing a US Naval spokeswoman.

A US Orion and six P-3 variants from the Japanese defence forces brought in for repairs or checks were also there.
The 550-foot (168-metre)-long hangar with an ageing 50-foot-high roof collapsed under snow, damaging most of the Japanese planes as well, the daily said, without saying the exact date of the incident.

Heavy snowfall struck across the Japanese islands on and off over weeks in February, killing 26 people, injuring more than 1,000 others and damaging more than 600 houses.

Tokyo and its vicinity on the Pacific board are not used to heavy snow storms.

Japan’s major non-life insurers have estimated the total damage caused by the heavy snow at roughly 60 billion yen ($600 million) or more after many garages and house roofs collapsed under the weight of snow and motor vehicles were involved in accidents on slippery roads. AFP

Are you saying the rakyat is paying for the shipyard upgrade? Does the govn have any share in BNS? If the govn have share, it is okay to pump in money as part of additional capital invested but if not, it is not right to use public fund. Any examples of other country govn finance upgrade to private facility at the expense of rakyat?

US Army begins grounding Kiowas, seeks buyers

By: Jon Hemmerdinger Nashville
Source: Flightglobal.com

The US Army has started grounding some of its Bell Helicopter OH-58 Kiowa Warriors and is now seeking buyers for the aircraft, including possible foreign customers.

“We assume that these aircraft would be at a price point [that some countries] can afford,” Maj Gen Lynn Collyar, commanding general of army aviation and missile command, said on 6 May. Some countries “might like a different system or a new aircraft, but do not necessarily have the resources to do that,” he adds.

Collyar, who made his comments during the Army Aviation Association of America’s Mission Solutions Summit in Nashville, Tennessee, did not name potential customers. But he did say that Bell has agreed to support the aircraft should they be sold overseas.

Collyar and other army officials say the ultimate fate of the aircraft remains uncertain.

If the army executes a plan outlined in its 2015 budget proposal, the service will divest its entire fleet of Kiowa Warriors and related TH-67 Creek trainers.

The army tells Flightglobal that 26 OH-58Ds will be placed in "non-flyable storage" in fiscal year 2014. The service has 335 D variants and 182 TH-67s.

In addition to possible foreign sales, the army is looking into whether other US military branches or government agencies might be interested in acquiring the aircraft, says the army's armed scout helicopter project director Col James Kennedy.

The US Navy, which hopes to replace its fleet of Bell TH-57 trainers in the next five to 10 years, says it is too early to comment on whether it might consider purchasing the army's TH-67s, which Bell says are an average of 16 years old.

Kennedy says the army is following a “very deliberate process” to ground the fleet, and notes that the divestiture process for the aircraft may vary based on the type.

Some models, like the OH-58D, are “wartime aircraft,” he says. Others, like the TH-67s, are largely unmodified civilian aircraft.

Zahid: Attack helicopters to boost strike capabilities of security forces in Sabah's east coast

KOTA KINABALU: The Government is set to acquire attack helicopters to strengthen the strike capabilities of security forces under the Eastern Sabah Security Zone (Esszone).

Home Minister Datuk Seri Dr Ahmad Zahid Hamidi in disclosing this, said that they were looking at either the Eurocopter Tigre or Apache Longbow helicopter to be based under Esszone in efforts to counter cross-border criminals.

However, he did not disclose the numbers of helicopters to be deployed in the area after a series of security measures were being implemented following the latest kidnapping of Chinese national Yang Zai Lin, 34, from a fish farm in Lahad Datu.

It is understood that the attack helicopters would have been more efficient in cutting off the pirate group taking Yang and from crossing the border, after where Malaysian police exchanged fire with the gunmen, who managed to slip into Philippine waters.

Zahid, who was with Minister in the Prime Minister's Department Datuk Seri Shahidan Kassim to meet Chief Minister Datuk Seri Musa Aman to discuss security measures here, said the immediate measures included the deployment of more assets and manpower for Eastern Sabah Security Command (Esscom).

He said that the existing laws under the Police Act, Public Order and Preservation Ordinance and Public Security Ordinance would be enforced in the Esszone area in the measures taken to strengthen security in Sabah's east coast.

"The powers of execution would be given first to the police, the Chief Minister and the Home Minister to allow for immediate actions in the Esszone," he said, adding that there were five steps, which would be implemented in regards to the nine proposals forwarded by the state to the Federal Government.

He said it includes the immediate registration of all vessels from sampans to ships by the Esscom to differentiate local and foreign boats in the state.

"Seven designated sea routes will also be gazetted for foreign boats and ships wanting to enter Sabah waters," he said, adding that action would be taken against any vessel trying to enter, or exit, outside the designated routes.

Malaysia and the Philippines governments would also be strengthening the high-level committee to ensure that any vessel or movement at sea were closely monitored by the authorities of these two countries, he added.

"We are here to ensure that no one escapes from our (tindakan)," Zahid stressed.

He revealed that more guard posts and observation towers would be constructed as soon as possible.

On the implementation of curfew, which was announced following the kidnapping of Yang on May 6, Musa said it would be put into operation very soon after a thorough discussion with the relevant authorities.

"The curfew would involve all tour operators and fishermen in the east coast including Lahad Datu and Sandakan," he said, adding, that they were still identifying the high-risk areas for the implementation of curfew to restrict movement during certain times.

Musa explained that when a curfew had been implemented, all vessels were not allowed to enter or exit the affected areas at certain times during the day.

"We have proposed nine steps which have been forwarded to the federal government and the meeting here today (Thursday) was to talk about whatever best steps to ensure the safety of the people as well as the tourists in Sabah, especially in the east coast," he said.

"We will not compromise in terms of safety and will do all we can to ensure the safety of people and our sea borders," he said.

He urged the people to continue supporting and trusting the Malaysian security forces and hoped that the measures drawn up would help restore peace in Sabah.

Among those at the meeting held at Seri Gaya here were Sabah Tourism, Culture and Environment Minister Datuk Masidi Manjun, National Security Council (NSC) Datuk Mohamad Thajudeen Wahab, Sabah Police Commissioner Datuk Hamza Taib, Esscom director-general Datuk Mohammad Mentek.
