Basically 4.3 base still got alot of bugs i guess, thats why drain like hell.

on temasek's rom cm10.2 with temasek's kernel, i can get 1 day 3 hours on battery. screen on is 5 hours 34 minutes. the owner which is temasek got 26 hours on battery and 6 hours on screen with the 10% battery left. i think, android 4.3 is not the reason of battery drain.

You cannot go into recovery mode via three buttons. .?
(Vol up + home + power button)

If not mistaken your phone is soft brick, go download clean ROM and use ODIN to flash it, should be ok after that.
make sure you PC detected your phone before flashing..
