it depends on your network provider's capabilities and coverage really. if your provider support DC-HSPA+ you'll get a very good speed. i have tried using the wireless hotspot feature and created an access point. the device that is connected to Nexus 4's hotspot were able to get 13-14mbps. this is with my network provider that supports DC-HSPA+.
good coverage + dc hspa+ nexus 4 = good speed. the wireless hotspot's speed also rely on this speed to be good.
