Have you trying the lodge a complaint before? Tribunal pengguna is something you should look at. Sometime telco provider just doesnt want to let their customer go by giving excuses.

Last few weeks they were upgrading the port in system, so also got problem to port in
Now time to upgrade the port out system and may take 2 weeks time
