There isnt a PSU that stands above the rest at that budget, you could get any name brand PSU like CM, corsair, EVGA, silverstone, seasonic.

Or FSP 550W. Also around that budget. Should be sufficient if you do not consider doing major upgrade for a while.

Does it means that higher watts in PSU means more noise and more heat?

No, note that the PSU will only supply the needed power required by your components icon_idea.gif

In fact, running a higher wattage PSU sometimes may lead to less load on the PSU itself, which means leads to lower noise levels and better longevity (still very much depends on the quality on the unit itself) icon_idea.gif

Also to add, quality PSUs with higher watts have a 0 RPM/Silent Fan mode where the fan doesnt spin during low power draw usage (browsing/streaming media content) which helps with noise.

The C-Series power supplies are the company's new units that use Seasonic as their OEM, so you'll be able to have faith in the units despite that NZXT only started selling its first E-series power supplies less than two years ago when we reviewed the 850W unit from the E-Series.
