1. Budget: Between 3k ~ 4k
2. Propose: Photoshop, gaming, HD movies etc...
3. Must be 16GB RAM due for high Megapixel photos editing, good performance for modern games

I feel like upgrading my Casing and Power supply from my bitfenix shinobi and enermax 550w to a carbide 400r+seasonic 620w think its a good idea?

Because currently with my sapphire 7950 OC im getting idle temps of 50C+ almost reaching 60C sometimes and im thinking my casing isnt very good for cooling

Dont think you will s ee a huge difference in temp drop even you changed a new casing. Plus I think it is common for the temperature to reach that high for GPU.

Changing to another PSU is really optional, you wont get alot of extra wattage going from 550w to 620w.
Better saves the money, not worth the upgrade.

+1, The Shinobi should be adequate for cooling and the 7950 is ok at that temp, I also think that the room temp is the main culprit of most people, not the chassis or the PSU

Easy, simply replace the processor with z77 mobo will do. Replace stock cooler with better air cooler and you are ready for overclocking.

Does using SSD as primary drive gives significant improvement to gaming?

SSD doesnt improve gaming, only speed up the loading time.

no point changing the chassis in order to get a few degree Celsius drop in temp. for example, you spend RM300 just to drop 5C, that's RM60 per degree... what for?

btw, your 7950OC temp is quite normal, wait you see my friend's GTX480 - 94C

For PSU, any reason you wan't to change?

Over clock more for PSU and possible crossfire.

My friend gets 34c on his 670pe and mine almost twice his temp

Maybe your cables are laying around with mess and thus blocking the airflow inside the case.
As they suggested changing to a better chasis only improve very little.
For example, I changed from CM Elite 310 to Corsair 600T only get 1-2°C drop in temp.
