depends on the availability you could paint the thing in lacquer based paint and then put the panel lining using enamel black. and then wipe out the excess using cotton bud soaked in enamel thinner as the lacquer based base coat won't get damaged.
or paint, glossy coat, put decals, glossy coat, washing, wipe out, weathering(option), top coat. Viola!

It certainly looks better after he used that rotring pen (whatever the hell that is).
