I believe it is related with the source peering(CDN) to Malaysia, I can't get to the full speed of my 8Mbit either with my Singapore VPN or none Hovering around 5XX |

We can't actually tell is your line capable of doing 4Mbit. Many things could be wrong.
It's best to ask TM yourself, a simple call to 100 can get it checked |
