is our IP assign based on location/area? my IP starts from 14.192.236.*** from Subang Jaya, currently no problem connecting or surfing

Sorry if i am asking the repeated question, i have subcribed maxis 10MB FTTH and requested a public IP. The public IP is not fixed (static) also? It just for port forwarding purpose?

well so far i have not have any problem since 2days back ...*touch wood* no dc no idling either (on public ip)
