Can't. You need a friend to list an item for paypal transfer then you buyout. He then pay you with the $$ in his paypal.

So, the paypal charges (15% transfer fee) still unavoided..

They wouldn't implement it if you could avoid it. Only way is to buy some games in the store with blizzard then sell your account off for $$$
