I hired a cab driver that doesn't speak much English, so we just point on the map where we want to go, and he will bring us there. |

You can consider going to Busan and try their seafood in Jalgalchi market, walk around Nampodong (stuffs are cheaper compared to dongdaemun) and take a stroll on the famous Haeundae beach.
Not sure if its alright to go in the winter though. |

Yes. The choice is yours. If you hire local car with driver/guide, it is only from 0900hrs-1800hrs. After or before the hours mentioned, additional surcharge will be imposed. If you rent a car, you can drive around Jeju anytime you like. The car equip with GPS in English. I think average they charge KRW100,000 for 9 hours usage if you hire local car with driver to drive you around.
