At most is just some tingling at area where there is a break in skin.

Is Hitachi well-known for reliability with their shower heaters, or should I stick with Panasonic? Noticed that Hitachi heater with pump is cheaper by a fair bit compared to Panasonic's

No way you will have that much pressure. And with that much pressure and 3000 watts obviously the water temp not be what stated there. And no way for setting temperature or mention of any safety. Stay away is my recommendation.
