If the developer do not want to get the $$ 1st, they can choose not to ask bank for release $$. There is also possible that they haven't build to your level yet and they are not allow to ask for bank to release the $$.

How much do you guys estimate the selling price? Looking at the market now, i would say 380 psf to 400 psf? It should be an attractive price due to this property is low density condo.. Looking forward for all the new development there to make the place more nicer and link to Villa Pavillion become reality in coming few more years...
