Always start with "ping" when trying to troubleshoot networking problem.
1. ping ip vista client - make sure vista does not blocking icmp
If you got reply, then there is no problem
2. ping vista hostname/netbios name
If you got reply and the ip comes back, then it is fine.
If you got ip which you does not recognized, then you could be behind router and you can't use hostname for samba.
If this is the case, you might want to try samba winbind.

3. Try list samba shares using what anetwork suggested by using both ip and hostname. This will give you some clue if your samba configuration has problem or folder shares on vista has problem.
You can check your samba configuration using : testparm
