firstly, the bolded part is the main sentence that make people misunderstood your 1st post, it was condemning about your friend's poodle size big, u say u wan small size, WITHOUT explaining why....
secondly, ur budget so low, if u REALLY know what are reputable breeders, you should also know that is an impossible budget, why? i explain later.
thirdly, already have 2 people telling you that this budget only can get thailand dogs, but you dont understand people's meaning, think you know everything and people are flaming you.... they are just cautioning you about buying sick puppies.... it is your own money that will be wasted if you get a cheap & sick puppy, but we care for animal wellbeings that's why we bother to advice....

as for MKA cert, it shows 3 generations of ancestors for your puppy, to prove that it is pure breed, also needed when you want to join the MKA Dog Show.... other than that, it's just their birthcert, so its up to the owner's choice.... the price difference is because the breeder need to pay fees when applying for the cert, and i already mentioned, the process begins from the time of mating....
but on another note, getting puppy with mka cert dont mean anything IF the puppy comes from byb or puppymills coz they could have faked the pup's parent's details to apply for the cert.

now here you say u dont know how to determine what is a responsible breeder, so what do you mean by you have done your research? were you expecting for us to spoonfeed you with breeder's contact so you dont need to learn how to choose a good breeder? is that's why you get so worked up when we give advice NICELY? a simple search with the keywords "choosing a responsible breeder" would give you a rough idea of what a responsible breeder will do....
