I went online trying to find a responsible breeder but sadly non of them have mka certs and i saw some comments saying the poodle is a sick poodle.
I asked my vet but with no luck , my place here dont have poodle breeders, though there are many missing dogs o_o.

I said about my friend's dog parents were toy poodles but they came out the size of miniature poodles why?No one answered that.
growth of a puppy to adult depends on many factors such as food, genetics, environment etc... so sometimes the parents will be at a certain size but the pups they produce can be bigger, same or smaller sized.... growing puppies need good nutrition so food also play some role in their growth.... ur friend's poodle probably had very good nutrition intake while puppy time or it gotten a gene that made it grow larger than it's parents....

if the breeder has sick puppies, i doubt they are responsible.... its not really easy to find a good breeder, so take your time to slowly survey....

mka certs will not tell whether the puppy will grow to what size due to factors i have mentioned above.... it only tells of its lineage to see if there was any inbreeding as it shows 3 generations....
another suggestion you could consider is adopting an adult poodle, that way you can make sure it is a suitable size for your apartment living.... but of course there are pros & cons for adopting adults which you can ask here or read on the internet....
