boss, if your intepretation is true, which i'm not saying it isn't, then what's the whole purpose of signalling a minimum quoram to begin with. might as well abolish the first clause on minimum of a quarter unit owners.

I guess this is up to how the clause are interpreted....

1. If we have > 25% turnout, then we can start the voting (Clause 2)
2. Else after 30mins, if we have > 0% and < 25% turnout, then we can start the voting too (Clause 3)
3. If we have 0% turnout, the meeting is postpone to new date (Clause 7)
