u can't, and they can't too. all simcard got data activated by default and can't be deactivated. but if u use android phone, just empty the apn setting, delete all apn.

APN not work. Celcom can connect using whatever APN.

For MTK chipset phone, install MTK engineer mode app -- GPRS. -- detached
